The Executive Board is responsible for ensuring the day-to-day running of the Service.

Dawn Docx Chief Fire Officer and Chief Executive

Chief Fire Officer Dawn Docx

Dawn Docx is the first Chief Fire Officer in Wales to be promoted from a non-typical background. She brings to that role strategic operational experience in three fire and rescue services from across the U.K.
Dawn's fire service career started with Cumbria Fire and Rescue Service where she rose to become Head of Corporate Services. In 2006 she moved to North Wales Fire and Rescue Service as an Assistant Chief Officer, becoming the Deputy Chief Fire Officer in 2009. After steering the Service through the austerity years, she then moved to Greater Manchester Fire and Rescue Service (GMFRS) as Deputy County Fire Officer in 2017. This was at a difficult time for GMFRS, post the Arena bombing and under new governance arrangements led by the newly appointed Mayor, Andy Burnham.

Known for her professional calmness and creativity, Dawn fronted up the publication of the Kerslake report and was in overall charge during GMFRS’s largest fire on Saddleworth Moor in 2018.

After the pandemic, Dawn was delighted to return to North Wales Fire and Rescue Service as Chief Fire Officer in 2021. During the last four years, Dawn has focused on culture, on‑call availability and improving training. She is the NFCC lead on Pensions and an advisor to the National Joint Council (NJC).

 

Helen MacArthur Assistant Chief Fire Officer

Helen MacArthur

Helen MacArthur joined North Wales Fire and Rescue Service in April 2018 as an Assistant Chief Officer and holds responsibility for finance, procurement, HR and estates. She is a qualified accountant with 25 years of experience in the Welsh public sector, including roles within NHS Wales and Audit Wales. Committed to developing a culture of learning and development, she previously worked extensively with clinical colleagues to embed quality into business strategy as part of NHS Wales’ transformation agenda.

Since joining the Service, she has led a number of major projects, including the implementation of a new integrated workforce and payroll system and a transformation project within the finance department. Locally, she has represented the Service on the Conwy and Denbighshire Public Services Board and serves as a Trustee on the Board of DangerPoint, a charity focused on educating young people across North Wales about safety.

Helen also represents the Welsh Fire and Rescue Sector on the NFCC Finance Committee and is a member of the Steering Committee for the FPS 2015 transitional protection legal challenge.

Justin Evans Assistant Chief Fire Officer

Justin Evans began his fire service career in 1994 with Clwyd Fire Service, shortly before the merging of Clwyd and Gwynedd Fire Services to form North Wales Fire and Rescue Service.

As Assistant Chief Fire Officer, his areas of responsibility include Training and Organisational Development, Prevention and Protection, Technical Operations, Fleet and Engineering, Health, Safety and Wellbeing, Safeguarding, and maintaining the Service’s Armed Forces Covenant.

Since joining the Service Leadership Team, Justin has led the review of operational training provision and is currently the project sponsor for the new training centre, Hwb Awen. He represents the Service on the Gwynedd and Ynys Môn Public Service Board.

Throughout his career he has worked across a wide range of functions, holding leadership roles in Response, Training, Technical Operations, and Prevention and Protection. Fostering a culture of respect and integrity is important to him, reflected in his involvement in initiatives such as the recent development of the Service’s Equality, Diversity and Inclusion strategy.

Beyond work, Justin prioritises his physical and mental wellbeing through regular exercise. He enjoys road cycling, is a member of his local running club, and can often be found running or marshalling at his local Parkrun at weekends.

 

Anthony Jones Assistant Chief Fire Officer

Anthony Jones

Anthony Jones joined London Fire Brigade as a firefighter in 1998 before transferring to Cheshire Fire and Rescue Service in 2003. In early 2022, he joined North Wales Fire and Rescue Service as Head of Operations for the eastern area of the Service, before moving to the role of Head of Planning, Performance and Transformation in summer 2023.

As Assistant Chief Fire Officer, his responsibilities include Response and Control, Planning, Performance and Transformation, and Risk Management, as well as liaison with the Chief Fire and Rescue Adviser and Inspector for Wales. He is the National Resilience Lead for Wales, representing the country on the NFCC Operational Preparedness, Response and Resilience Committee. He also serves as Vice Chair of the North Wales Local Resilience Forum and represents the Service on the Wrexham and Flintshire Public Service Board.

Since joining the Service Leadership Team, Anthony has led the Emergency Cover Review, overseen the development of the collective agreement, and introduced new Departmental and Community Risk Management Plans. He has also helped transform the Service’s approach to managing risk.

Anthony is passionate about supporting colleagues with neurodiversity—having dyslexia himself—and provides strategic support to the Service’s Neurodiversity Staff Network.

He is a member of the Institute of Fire Engineers (IFE), the Chartered Management Institute (CMI) and the National Fire Chiefs Council (NFCC). He holds an MBA from the University of Central Lancashire and has completed the NFCC Executive Leadership Programme.

Outside work, Anthony enjoys spending time with his two young children and their dog. He values family time and exercise and volunteers as a rugby coach for his youngest son’s team.
